The Special Committee on Co-operatives was created by Parliament in May 2012 as a result of a motion by MP Mauril Bélanger (L-Ottawa-Vanier), the Liberal advocate for co-operatives.

The committee, chaired by MP Blake Richards (CPC-Wild Rose), held hearings in Ottawa in July 2012 and heard from more than 60 witnesses, in addition to receiving written submissions from across Canada.

The committee's report was tabled in the House of Commons on September 17, 2012 and the government issued its response on January 28, 2013.
