{"id":238015,"date":"2018-03-01T14:28:00","date_gmt":"2018-03-01T19:28:00","guid":{"rendered":"https:\/\/canada.coop\/co-operatives-and-mutuals-canada-comments-on-budget-2018\/"},"modified":"2024-07-23T10:39:10","modified_gmt":"2024-07-23T14:39:10","slug":"co-operatives-and-mutuals-canada-comments-on-budget-2018","status":"publish","type":"post","link":"https:\/\/canada.coop\/en\/co-operatives-and-mutuals-canada-comments-on-budget-2018\/","title":{"rendered":"Co-operatives and Mutuals Canada comments on Budget 2018"},"content":{"rendered":"<p>OTTAWA, March 1, 2018 \u2013 Budget 2018 contains many measures that will provide strong economic growth and greater equality for Canadians. &nbsp;While there are initiatives in the budget that will be positively received by some of our members,&nbsp;<a href=\"https:\/\/www.ourcommons.ca\/Content\/Committee\/421\/FINA\/Brief\/BR9073354\/br-external\/Co-operativesAndMutualsCanada-e.pdf\">Co-operatives and Mutuals Canada (CMC) recommendations<\/a>&nbsp;submitted during the pre-budget consultations were not reflected in the budget. CMC\u2019s requests for government investment in the recently launched&nbsp;<a href=\"http:\/\/ccif.coop\/\">Canadian Co-operative Investment Fund<\/a>&nbsp;(CCIF) and for resources to support a Framework on Canadian<br \/>\nCo-operatives&nbsp;and a Canadian Co-operative Development Strategy was not mentioned.<\/p>\n<p>Although the budget has positive measures targeting women\u2019s economic security and entrepreneurship, it remains unclear if woman entrepreneurs with a co-operative business plan will have access to the new funding ($105M over 5 years) to the Regional Development Agencies (RDAs). CMC will seek clarifications and identify any barriers to co-operative entrepreneurs seeking to participate in this or other initiatives.<\/p>\n<p>Although community economic development, co-operatives, and social finance are not directly mentioned in the budget, some measures, such as support for seasonal workers may benefit co-operatives in seasonal industries, such as fishing and tourism. The additional support for RDAs, including funds directed toward \u201ceconomic diversification activities to help workers and communities in the West and Atlantic region adapt to Canada\u2019s transition to a low carbon economy\u201d may be of interest to renewable energy co-operatives (p.105). Altogether, it is difficult to assess the potential outcomes from the information provided in the budget document.<\/p>\n<p>Here are some notable CMC member responses to Budget 2018:<\/p>\n<p>The&nbsp;<a href=\"https:\/\/chfcanada.coop\/housing-co-ops-welcome-funding-housing-budget-2018\/\">Co-operative Housing Federation of Canada<\/a>&nbsp;(CHF Canada) welcomed the increased financial assistance for rental-housing construction. CHF Canada believes the announced assistance \u201chas the potential to play a substantial role in alleviating the affordable housing deficit\u201d said Acting Executive Director, Karla Skoutajan.<\/p>\n<p>Skoutajan added: \u201cCHF Canada is optimistic that community-oriented housing providers like co-ops will be prioritized in the roll-out of the program and that we will see the increased construction of co-op units over the next three years as a result of this program.\u201d<\/p>\n<p>The&nbsp;<a href=\"https:\/\/www.ccua.com\/media\/2018_02_28_banking_terminology\">Canadian Credit Union Association<\/a>&nbsp;(CCUA) also expressed satisfaction with the Government\u2019s decision to be flexible allowing the continued use of the terms \u2018bank\u2019 and \u2018banking\u2019 by credit unions. &nbsp;\u201cWe are obviously pleased with Minister Morneau\u2019s announcement and we would like to thank him and his team at the Department of Finance,\u201d said Martha Durdin, President, and CEO.<\/p>\n<p>CMC will remain engaged in its efforts to promote the co-operative model and work with elected officials and key members of the bureaucracy to advocate for co-operative solutions in every sector.<\/p>\n<p><strong>About CMC<\/strong>: Co-operatives and Mutuals Canada is the national, bilingual association for co-operatives and mutuals in Canada.
