Framed by global uncertainty, affordability challenges, and fiscal restraint, the plan focuses on investment-driven growth to strengthen Canada\u2019s economy and build resilience.&nbsp;<\/p>\n\n\n\n<p>For co-operatives and mutuals, the message is clear: community-owned solutions are more relevant than ever. As governments look for ways to balance fiscal discipline with social impact, the co-operative model stands out as a proven approach to inclusive growth and shared prosperity.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Co-operative Wins in Budget 2025<\/strong>&nbsp;<\/p>\n\n\n\n<p>This year\u2019s budget reflects several of&nbsp;<a href=\"https:\/\/canada.coop\/wp-content\/uploads\/CMC-Fall-2025-Budget-Recommendations.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">CMC\u2019s pre-budget recommendations<\/a>, showing growing recognition of the co-operative model\u2019s value to Canada\u2019s economy and communities.&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Extension of the Tax-Deferred Co-operative Share (TDCS) Program<\/strong>&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>Renewed until 2030, this program helps agricultural co-ops reinvest in innovation and infrastructure. CMC welcomes the extension but continues to call for it to become permanent.&nbsp;<\/p>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Continued Support for Co-operative Housing<\/strong>&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>The budget reaffirms support for Build Canada Homes, recognizing co-ops as essential to affordable housing. It also includes $2.8 billion for Indigenous housing. However, CMC joins <a href=\"https:\/\/chfcanada.coop\/\">CHF<\/a> in urging the government to renew the Federal Community Housing Initiative (FCHI) beyond 2028 to preserve mixed-income affordability in co-op housing.&nbsp;<\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li><strong>Capital-Gains Tax Exemption for Worker Co-operatives<\/strong>&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>Budget 2025 confirms the $10 million exemption on sales of businesses to worker co-operatives until December 2026. This measure helps retiring business owners transition their companies to their employees through worker co-ops. CMC joins <a href=\"https:\/\/canadianworker.coop\/\">CWCF<\/a> in urging the government to make this measure permanent.\u00a0<\/p>\n\n\n\n<p><\/p>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li><strong>Additional&nbsp;Wins<\/strong>&nbsp;<\/li>\n<\/ol>\n\n\n\n<ul start=\"1\" class=\"wp-block-list\">\n<li>The new&nbsp;<strong>Buy Canadian Policy<\/strong>&nbsp;expands opportunities for co-ops and social enterprises in federal procurement.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul start=\"2\" class=\"wp-block-list\">\n<li>Legislative&nbsp;changes&nbsp;supporting credit&nbsp;unions\u2019&nbsp;growth&nbsp;and entry&nbsp;into the&nbsp;federal framework&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul start=\"3\" class=\"wp-block-list\">\n<li>Major investments in&nbsp;<strong>clean energy, infrastructure, and workforce development<\/strong>&nbsp;align with co-ops\u2019 leadership in local, sustainable innovation.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul start=\"4\" class=\"wp-block-list\">\n<li>A continued focus on&nbsp;<strong>regional economic resilience<\/strong>&nbsp;mirrors co-operatives\u2019 work in rural and northern communities.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Where More Action Is Needed<\/strong>&nbsp;<\/p>\n\n\n\n<p>While Budget 2025 takes meaningful steps, important gaps&nbsp;remain:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No&nbsp;<strong>dedicated investment tools<\/strong>&nbsp;to help co-ops access growth capital.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No&nbsp;<strong>expanded access<\/strong>&nbsp;to the Small Business Deduction for co-ops.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Limited&nbsp;<strong>clean-energy&nbsp;incentives<\/strong>&nbsp;for&nbsp;renewable-energy&nbsp;co-operatives.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No new funding for&nbsp;<strong>social finance or co-operative development<\/strong>.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>CMC will continue advocating for co-operative investment funds, inclusion&nbsp;of co-ops&nbsp;in clean-energy programs, and long-term funding for co-op development and social finance.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>The Bigger Picture<\/strong>&nbsp;<\/p>\n\n\n\n<p>The overall government spending for the 2025-2026 fiscal year is projected at $141&nbsp;billion&nbsp;in new spending, offset by $51.2 billion in savings, amounting to a total net new spend of $89.7 billion. Fiscal projections show a deficit of $78.3 billion in 2025-2026.
