The update outlines the government\u2019s focus on reinforcing domestic economic sovereignty and providing long-term fiscal stability through the government\u2019s \u201cBuild Canada Strong\u201d agenda.&nbsp;<\/p>\n\n\n\n<p>The Statement is built upon four central policy pillars:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>The Canada Strong Fund<\/strong>: a new Sovereign Wealth Fund designed for strategic domestic investment.&nbsp;<\/li>\n\n\n\n<li><strong>Supporting Workers and Young People<\/strong>: focused on skills training and generational equity.&nbsp;<\/li>\n\n\n\n<li><strong>Affordability Measures<\/strong>: targeted relief to address cost-of-living pressures.&nbsp;<\/li>\n\n\n\n<li><strong>Security and Crime-Related Measures<\/strong>: strengthening financial integrity and community safety.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>The government reported fiscal headlines that are stronger than&nbsp;anticipated,&nbsp;largely due to&nbsp;higher revenues from the energy and financial sectors. The 2025-26 deficit is now projected at&nbsp;$66.9 billion\u2014an&nbsp;$11.5 billion&nbsp;improvement over the November 2025 estimates. This fiscal room has allowed the government to transition from temporary relief measures toward permanent structural incentives intended to&nbsp;keep&nbsp;wealth and productivity within Canada\u2019s borders.&nbsp;<\/p>\n\n\n\n<p>For the co-operative movement, the Statement delivers an important win for worker co-operatives: the permanent codification of the $10 million capital gains tax exemption for business conversions to worker co-operatives and Employee Ownership Trusts (EOTs).&nbsp;<\/p>\n\n\n\n<p>Below is a non-exhaustive list of measures of relevance to Co-operatives and Mutuals Canada\u2019s (CMC) members, and the co-operative ecosystem.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong><strong>Permanent Tax Relief for Co-operative Conversions&nbsp;<\/strong><\/strong><\/p>\n\n\n\n<p>The government has officially proposed to make the $10 million capital gains tax exemption for business sales to worker co-operatives and Employee Ownership Trusts (EOTs) permanent. CMC and the <a href=\"https:\/\/canadianworker.coop\/\">Canadian Worker Co-op Federation (CWCF)<\/a> extended\u00a0their\u00a0thanks to Prime Minister Mark Carney and Finance Minister Champagne for this decisive measure, which directly addressed Canada\u2019s looming\u00a0$2 trillion\u00a0small business succession crisis. This\u00a0change\u00a0provides both regulatory certainty and\u00a0advances\u00a0economic sovereignty.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Regulatory Certainty<\/strong>: Meaningful succession planning requires a long lead time. By making\u00a0this\u00a0measure permanent, the government has provided\u00a0the certainty\u00a0owners need to choose the co-operative model with confidence.\u00a0<\/li>\n\n\n\n<li><strong>Economic Sovereignty<\/strong>: This policy ensures that Canadian businesses\u00a0remain\u00a0locally owned, keeping investments and jobs within our borders instead of risking losing them to external acquisition.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>While the political commitment is clear and welcomed, our focus on this priority will now shift to technical oversight. CMC and CWCF will work closely with Finance officials to ensure the final legislative drafting in the\u00a0<em>Income Tax Act<\/em>\u00a0remains\u00a0robust\u00a0and that \u201cqualifying co-operative conversions\u201d are fully protected.\u00a0<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong><strong>Other measures that directly and indirectly\u00a0impact\u00a0CMC\u2019s members\u00a0<\/strong><\/strong><\/p>\n\n\n\n<p>Agricultural and Rural Co-operatives\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Agri-Tech and Innovation Capital:\u00a0<\/strong>$7 billion\u00a0in new investment, made up of $2B from Farm Credit Canada (FCC) and $5B from a private-sector coalition, to be deployed by 2030 for scaling Agri-tech and domestic food security.\u00a0<\/li>\n\n\n\n<li><strong>Greenhouse Expensing:\u00a0<\/strong>confirmation of immediate expensing for greenhouse buildings, a vital tool for co-ops to scale year-round domestic food productions.\u00a0<\/li>\n\n\n\n<li><strong>Temporary Fuel Tax Suspensions:\u00a0<\/strong>A federal fuel excise tax suspension (gasoline,\u00a0diesel\u00a0and aviation fuel) is in effect until September 7, 2026. This provides relief for agricultural operations now and during the peak summer season.\u00a0<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>Co-operative Housing\u00a0\u00a0<\/p>\n\n\n\n<p>While the government\u2019s update focused heavily on the mechanics of building new homes,\u00a0CMC and the <a href=\"https:\/\/chfcanada.coop\/?_gl=1%2A1pxffx7%2A_ga%2AOTI2MDczNzI2LjE3NDcwOTI2ODQ.%2A_ga_KKGH0F70ZF%2AczE3Nzc1NTYyMzkkbzM3JGcxJHQxNzc3NTU2MjQ4JGo1MSRsMCRoMA..\">Co-operative Housing Federation of Canada (CHF)<\/a>\u00a0continue to push for the operational supports needed to keep them affordable\u00a0by:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Renewing\u00a0Rental Assistance:\u00a0<\/strong>Urgently renewing programs like the\u00a0Federal Community Housing Initiative (FCHI)\u00a0for at least ten years. With these programs set to expire in 2028, a long-term renewal is necessary\u00a0to\u00a0prevent a displacement crisis for thousands of low-income households\u00a0<\/li>\n\n\n\n<li><strong>Prioritizing Non-Market Housing Supply:\u00a0<\/strong>Ensuring the Build Canada Homes agency prioritizes c-operative and non-profit housing to deliver shovel-ready projects quickly and at scale.\u00a0<\/li>\n\n\n\n<li><strong>Preserving Existing Stock:<\/strong>\u00a0Recapitalizing programs focused on the repair and renewal of existing co-operative homes to ensure they\u00a0remain\u00a0safe and affordable for the next generation.\u00a0<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>Credit Unions and Financial Co-operatives\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Real-Time Rail (RTR) 2026:\u00a0<\/strong>Confirmation of the launch of Canada\u2019s first national real-time payment system, which will serve as a catalyst for competition and productivity.\u00a0<\/li>\n\n\n\n<li><strong>Open Banking Momentum:\u00a0<\/strong>Following the recent passage of the\u00a0<em>Consumer-Driven Banking Act<\/em>, the government is prioritizing the implementation of technical standards. This ensures Credit Unions can compete fairly by giving members secure control over their own financial data.\u00a0<\/li>\n\n\n\n<li><strong>Anti-Fraud and Financial Crime:\u00a0<\/strong>The government has committed $352.7 million over five years to\u00a0establish\u00a0a new Financial Crimes Agency to lead independent and joint investigations.
