{"id":250009,"date":"2026-06-22T09:55:08","date_gmt":"2026-06-22T13:55:08","guid":{"rendered":"https:\/\/canada.coop\/?p=250009"},"modified":"2026-06-22T09:55:10","modified_gmt":"2026-06-22T13:55:10","slug":"canada-co-operatives-act-consultation-cmc-advocates-for-strategic-framework-reforms","status":"publish","type":"post","link":"https:\/\/canada.coop\/en\/canada-co-operatives-act-consultation-cmc-advocates-for-strategic-framework-reforms\/","title":{"rendered":"Canada Co-operatives Act Consultation: CMC Advocates for Strategic Framework Reforms\u00a0"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">On June 5, 2026, Co-operatives and Mutuals Canada (CMC) officially&nbsp;submitted&nbsp;our formal response to the Ministry of Industry\u2019s public consultation on the&nbsp;<a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/c-1.7\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Canada Co-operatives Act<\/em><\/a>&nbsp;(CCA).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the federal &#8220;Red Tape Review&#8221; was initially designed for minor, technical updates, CMC&nbsp;utilized&nbsp;this critical window to address the immediate proposals while pushing for substantive, long-term improvements to help the sector scale.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Current Scope:<\/strong>\u00a0We actively\u00a0participated\u00a0within the consultation\u2019s immediate technical parameters\u00a0of modernizing governance.\u00a0While we acknowledge that digital meetings are embedded in the way work is done,\u00a0we opposed making virtual or hybrid meetings the default, arguing that a rigid rule creates barriers for rural, remote, and less tech-literate memberships. Instead, we insisted that governance format decisions must remain in the hands of members via their bylaws.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Strategic Improvements:<\/strong>\u00a0We took the opportunity to put a series of\u00a0more strategic\u00a0long-term structural changes on the official record. These include dropping the &#8220;two-provinces&#8221; rule that\u00a0can act as a barrier for\u00a0early-stage\u00a0startups,\u00a0introducing a two-thirds majority &#8220;Review Engagement&#8221; option to\u00a0reduce\u00a0audit costs for small co-ops, and formally defining &#8220;Non-Profit Co-operatives&#8221; to unlock federal funding and social procurement spaces.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">We were highly encouraged by our meeting with the officials leading the review. CMC looks forward to continuing this productive dialogue with Innovation, Science and Economic Development Canada (ISED) to ensure the federal framework truly supports the growth and competitiveness of the co-operative sector.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We want to thank all CMC members who took the time to provide their valuable feedback throughout this process.
